匹茲堡低收入房屋強調節省能源

Two buildings under construction in Uptown will provide 47 new apartments -- 23 affordable units in one and 24 units for young adults moving out of foster care in the other.

But the $12 million project by Action Housing will provide more than housing.
Each will be three stories and 30,000 square feet but built to different standards so Action Housing can determine the long-term value of passive energy design in one compared to current energy code standards in the other.
A passive house is built air tight with heat recovery ventilation. It is estimated to reduce energy consumption by 90 percent per square foot per year compared to a home built before code standards established in 2009, said Morgan Law, Action Housing's passive house consultant from Kaplan Thompson Architects of Portland, Maine.
As an update of the 2009 code, the 2012 energy code is "a pretty rigorous standard," said Linda Metropulos, Action Housing's director of housing and neighborhood development. The building being constructed to that standard meets the Pennsylvania Housing Finance Agency's green building criteria.
"But a passive house has a souped-up envelope, including triple-paned windows," she said. "We want to use this project as a demonstration" to track costs for 15 years. "They will be almost identical so we can make comparisons in construction, operation and maintenance."
The buildings will occupy nine lots in the 2000 block of Fifth Avenue, between Jumonville and Seneca streets. They are expected to be completed in November.
Action Housing is using low-income housing tax credits allocated by the Pennsylvania Housing Finance Agency -- $1.2 million every year for 10 years.
To be called Uptown Lofts, this project is a continuation of Action Housing's larger mission to beef up housing in Uptown. It began with the renovation of the former Shanahan Building, now called the Mackey Lofts, on Forbes Avenue. That opened last summer with 43 units of workforce housing.
Workforce housing, which is not subsidized housing, is built to be affordable to people who make 60 percent or less than the county median income of $47,000.
Most of the apartments will have one bedroom; two will have two, Ms. Metropulos said.
One of the buildings will expand Action Housing's My Place program for young adults making the transition from foster care. There are currently 58 scattered apartments.
Action Housing will own and manage the buildings, said Andrew Shull, the agency's spokesman. Its partners in the project include FourtyEighty Architecture and Iams Consulting.
The Pennsylvania Housing Finance Agency chose Uptown Lofts for its first innovation and design award, recognizing the energy component, the commitment to underserved populations and the role Uptown Lofts will play as part of a broader vision for the neighborhood.
Brian A. Hudson, CEO of the housing finance agency, said the award was "intended to recognize an organization willing to try something new and different in its proposal for low-income housing tax credits. There were several excellent proposals, but Action Housing's application was especially compelling."
Action Housing's larger plan extends to 10 more parcels it bought along Fifth Avenue in 2012. One includes an existing house that will be put on the market. Three vacant lots will become market-rate townhouses. The others remain to be planned, Ms. Metropulos said, adding, "Our commitment to the community is to do low-income and market-rate housing."
Jeanne McNutt, executive director of Uptown Partners, a nonprofit community developer, said the neighborhood has been at risk and needs that balance.
"Our goal is to lift up the neighborhood but never so high that it prices out low-income residents," she said. "We have the Fifth Avenue [High School] Lofts, which is a great project for people in the higher and moderate ranges. The Mackey Lofts has a floor for people with disabilities. We are happy to have that diversity."
Nine vacant, blighted and tax-delinquent properties on Forbes Avenue are now in the city's land reserve for Uptown Partners while their titles are being cleared. Uptown Partners will switch the titles to Action Housing for redevelopment, Ms. McNutt said.
"One-quarter of the real estate in Uptown is parking lots," she said. "We'd love to see more verticals. We're hoping [Action Housing's] project sets the stage for future investment."

General Information
History
The East Asian and Pacific Communities in the Pittsburgh region are as diverse and rich in culture as the countries they represent. Like many communities, they are spread throughout the region. Although they may not live in one specific neighborhood, they come together for cultural and community events such as the Dragon Boat Festival and the Pittsburgh Folk Festival. On a smaller scale, you may find community members enjoying tai chi in the park or mah jong nights at neighbors' houses.
Many individuals from Asian communities have established restaurants in the region expanding the range of available cuisine. Represented are Chinese, Japanese, Korean, Indonesian, Thai, and Vietnamese. Most members of the communities are established professionals in a wide range of fields. Many organizations and places of worship have been established for the sake of cultural, social, and religious fellowship. There is also a strong Asian presence among students and faculty on the University and College campuses in the region.
Pittsburgh East Asian and Pacific communities came here for a variety of reasons, and for a variety of reasons they have decided to stay. We invite those interested in the Southwestern Pennsylvania region to come and help build our growing communities.

Chinese
There is a vibrant Chinese community in the city of Pittsburgh. Chinese immigrants came to Pittsburgh in three stages: those who came before the 1960s, those who came during and after the 1960s but before the 1980s, and those who came after the 1980s. The earliest Chinese settlers in Pittsburgh came directly from Mainland China; many of them were laborers or restaurant owners. There was a section of the downtown area near Second Avenue and Grant Street occupied by these Chinese settlers; a remnant of this community is still visible by the façade of the front of the building facing Second Ave. which now houses the restaurant China Town Inn.
In the 1960s a major wave of Chinese immigrants came to the United States and to Pittsburgh from Taiwan; these Chinese immigrants were all well-educated and came to the United States for graduate studies. After they finished their Master's and Doctorate degrees, most of them chose to stay in the United States; they are now very well established in Pittsburgh as well as in other parts of the U.S.
In the eighties, a new wave of Chinese immigrants came to the United States and to Pittsburgh; hundreds of Chinese students come to study in the universities and colleges in the region.
Frank Y. Liu, Professor of Law, and Director, the Center for Legal Information, Duquesne University, wrote this brief description. His goal is to use this as the basis for developing a comprehensive and true picture of the Chinese Community in Pittsburgh.

Japanese
From leading robotics scientists to students learning ESL, the Japanese community is involved in all aspects of life in Pittsburgh.  Japanese do not live in a specific geographic area; therefore, a newcomer may find it hard to find a fellow Tokyoite at first. But with a little initiative, they will find a diverse Japanese community working and participating in Pittsburgh life.
To help make the transition to the States a little easier, Japanese food items are available at Asian markets, and the city boasts several good sushi restaurants. In addition, there are community organizations that promote friendship between the citizens of Japan and the United States, such as Japan-America of Pennsylvania, the Japan Association of Great Pittsburgh and the Pittsburgh-Saitama Sister City Committee.

Prior to 1975, only a small group of Vietnamese nationals lived in Western Pennsylvania. Most were either college students from South Vietnam or spouses of Americans. This expatriate population swelled rapidly after the collapse of South Vietnam, when scores of refugees fleeing Communism settled in Pittsburgh and its outlying areas. According to an unofficial account, the Vietnamese community in Pittsburgh was at its peak in 1977, when the estimated population was 2,500 people. Many relocated to warmer climates. The community today consists of about 550 families with about 1,000 people.  Among them are many professionals: physicians, pharmacists, nurses, engineers, college professors and teachers. Many non-professionals with other skills tended to move southward to warmer climate states with established Vietnamese populations like California, Texas, Florida and Louisiana.

邱文達 獲頒匹大225周年大獎章

邱文達 獲頒匹大225周年大獎章
衛生署長邱文達昨天獲頒美國匹茲堡大學225周年大獎章(225th Anniversary Medallion),身為匹大校友的邱文達表示,將繼續努力,營造更幸福健康的台灣。
匹大昨天在台舉行台灣區校友聯誼會,邱文達自該校副校長Dr. Beeson手中接獲獎章。大會認為,邱文達在公衛領域貢獻卓越,包括長期進行腦創傷研究,帶領衛生署推動多項重大政策等。
獲獎者還有奧運跨欄金牌得主Roger Kingdom、巴西CBBM公司首席執行官Tadeu Carneiro、匹茲堡大學執行副校長Jerome Cochran、匹茲堡大學摔角校隊總教練Rande Stottlemyer等人。
邱文達說,去年是衛生署歷來完成最多法令和政策的一年,雖然危機不斷發生,如議題延燒達7個月的美牛案、醫師五大皆空、護理人員短缺、新營北門分院火災,幸好皆能化危機為轉機,也考驗衛生署員工的智慧。
邱文達昨領獎時,特別感謝醫藥衛生專家的支持,讓衛生署成功推動強化偏遠離島醫療服務網、二代健保、長期照護服務、加強國際人道醫療援助,及WHA、APEC國際醫衛交流等;也能順利因應塑化劑、流感事件等衛生危機。

車禍始終是世界各國的主要死因,儘管車子本身很安全,駕駛人的漫不經心卻總是害自己,或別人送命。國外新奇網站Cracked.com彙整了6個「救你一命的行車技巧」,只要開車時多留心,就能大大降低在公路上的風險。

1.照後鏡內不應看見自己的車

這是一件不用花任何力氣就能做對的事,但幾乎所有人都做錯了。車輛兩側的照後鏡存在盲點,可是將鏡面向外轉,直到看不見自己的車時,側邊照後鏡與駕駛座內的照後鏡視野就不會交疊,而後方所有車輛都涵蓋在三面鏡子的範圍裡。(編按:也有一說法,後照鏡需25%30%看到自己車身,以方便第一時間判斷與鏡中後方車輛的距離。)

2.看路標,不如看清路況及周遭車輛

路標是為了提醒駕駛人小心,但它們有時反而會讓人失去警戒。以紅綠燈號誌來說,當人們看見綠燈的時候,往往不再注意左右來車,而直接呼嘯而過。荷蘭一個小城Drachten進行一項實驗,他們拔掉城裡20個十字路口的號誌燈與路標;結果發現,一個原本每年會死24人的路口,在接下來6年都沒有發生傷亡。注意號誌與路標,卻不要過度依賴它們。

3.開車時聽音樂會降低反應速度

以色列研究指出,開車時駕駛若聆聽音樂,心跳速率也會跟著音樂的節奏,呈現穩定波動;但要是沒有聽音樂,公路上的突發狀況則會使駕駛的心跳瞬間加速,這代表他們較能夠對這些情況做出及時反應。此外,開車時聽節奏快的音樂,也比較容易讓人闖紅燈,而發生車禍的機率是聽慢歌者的2倍。

4.隨時打開頭燈

據美國密西根州警方統計,只要打開頭燈,發生車禍的機率減少32%。當其他駕駛疲倦,或被事物分心時,明亮的車燈能讓他們瞬間回神;同樣道理對行人及自行車騎士也一樣,這說明了無論白天晚上,亮一點總是比較好。

5.如果不常用手煞車,它有可能失靈


手煞車又名「緊急煞車」,顧名思義就是當一般煞車故障時,它能立即發揮作用。一般煞車為液壓機械系統,無法讓車輛瞬間停止;手煞車可以,它是用鋼纜直接把車子鎖死。然而鋼纜久未使用會生銹腐蝕,甚至會突然斷裂,常常用它才能確保安全。

6.爆胎時不要煞車


在爆胎時踩下煞車,就像突然拋下船錨,讓這個船錨以原本的速度在地板上拖行,很容易翻車,特別是後輪爆胎的時候。在爆胎時應該先輕踩油門,穩穩地踩個幾秒,有了足夠速度時才能重新取得車量的控制權;接著讓車輛保持直線,並慢慢往爆胎的方向轉彎,讓爆掉的車輪()把車停下。

紐約大學藍崗醫療中心(NYU Langone Medical Center)婦產科華裔教授萬祥玉(Livia S. Wan)捐贈300萬元給台灣大學醫學院,用以每年資助台灣大學醫學院醫學系女性婦產科講座教授12萬元的研究基金。11日,台灣大學副校長湯明哲和萬祥玉在駐紐約台北經濟文化辦事處舉行簽約儀式。萬祥玉表示,希望藉由基金的補助,提升台灣婦產科女性醫生在醫學界的地位。

這是台灣大學歷史上第二高的校友捐款,最大一筆捐款是由台灣廣達電腦副董事長梁次震捐出的330萬美元。此次代表台大出席的湯明哲表示,台灣大學將該款項成立「萬祥玉永續基金」,將300萬元捐款適當投資,300萬元用罄後,每年12萬元研究基金仍可持續發放。12萬元用以支付台灣大學醫學院女性婦產科講座教授的薪資和研究基金。湯明哲希望籍萬祥玉捐款,帶動更多台大校友回饋母校。

萬祥玉1958年畢業於台大醫學院,當年,女性醫生非常少,更完全沒有女性婦產科醫生。她畢業後赴美受訓,1969年起,加入紐約大學藍崗醫療中心任教以及執業。1980年,她成為該中心第一位亞裔女性婦產科教授,現為該院家計科(Division of Family Planning)主任。她希望透過該基金的設立,培植更多台灣女性婦產科醫生,提升她們在醫學界的地位。

萬祥玉的女兒,也是醫生的呂瑋,以及從事音樂的兒子呂崧亦到場表示支持。呂崧表示,媽媽和已故的父親呂鳳岐(Francis C. Lui)成立的「呂萬基金會」在2002年就曾捐款500萬元予上海交通大學建造「文選醫學大樓」(Wen-Hsian Medical Building),以紀念兩人的父親。2008年,又捐贈500萬元,建成紐約大學藍崗醫療中心婦女醫療中心,為紀念兩人的母親—各取呂柯貴榮及萬徐燕霞名字中的一字命名為「榮霞樓」(Yung Hsia Women's Pavilion),專門為婦女病患和產婦提供完善的婦產科康復和治療服務。

  什么是碱性食物
  我们日常摄取的食物可大致分为酸性食物和碱性食物。从营养的角度看,酸性食物和碱性食物的合理搭配是身体健康的保障。
  营养学上划分食物酸碱性的标准,不是根据食物的口味,而是根据食物在人体内分解最终代谢产物的酸碱性来划分的,凡是在体内分解的最终代谢产物是酸性的,就称为酸性食物,反之就是碱性食物。
  营养学家认为,鱼、肉、禽、蛋、大米、面粉、油脂、糖类等都是酸性食物;而蔬菜、水果、豆制品、牛奶等都是碱性食物。食醋虽然是酸的,但在人体代谢过程中不会产生酸性物质,而是产生CO2和H2O,所以醋也是一种碱性食物。
  通俗点看,碱性食物有以下这些:碱性食物主要分为:一、蔬菜、水果类;二、海藻类;三、坚果类;四、发过芽的谷类、豆类。
  碱性食物有哪些
  弱碱性食品:红豆、萝卜、苹果、甘蓝菜、 洋葱、豆腐等。
  中碱性食品:萝卜干、大豆、红萝卜、蕃茄、香蕉、橘子、番瓜、草莓、蛋白、梅干、柠檬、菠菜等。
  强碱性食品:大头菜、葡萄、茶叶、海带芽、海带,柠檬等。

  1. 蔬菜类碱性食物大全
  碱性蔬菜有哪些?
  A.属于寒性的碱性食物有:莼菜、马齿菜、蕺菜(鱼腥草)、蕹菜、番茄、佛手瓜、西葫芦、葫芦瓜、瓠瓜、甜瓜(香瓜)、哈密瓜、西瓜、菜瓜、竹笋、海带。
  B.属于凉性的碱性食物有:莲藕、魔芋、慈菇、粉葛、甜菜(紫菜头)、萝卜、苤蓝、旱芹、苋菜、茄子、莴苣(莴笋)、茭白、苦瓜、油菜、菠菜、蘑菇、生菜、菜花、金针菇、冬瓜、黄瓜、丝瓜。
  C.属于平性(阴性系列中属于比阴阳比阳阴的一种)的碱性食物有:百合、胡萝卜、大头菜、茼蒿、荆芥、白菜、甘蓝、猴头、黑木耳、荠菜、银耳、番薯(红薯)、马铃薯(土豆)、芋头。
  D.属于温性的碱性食物有:恰玛古、山药、洋葱、薤白(野蒜)、香椿、韭菜、雪里蕻、芫荽、甜椒、南瓜、生姜、葱。
  E.属于热性的碱性食物有:大蒜、辣椒、胡椒。

  碱性食物食谱推荐
  1、绿色健康食品——素什锦
  原料:西芹、百合、胡萝卜、菜花、黄瓜、菠菜、花生、黑木耳、香菇。
  调味品:盐、香油、花生油。
  制作:黑木耳、香菇、百合提前用冷水发好、洗净;花生,先用水提前浸泡,然后放上花椒、大料煮熟捞出备用;用沸水将切好的西芹、菜花、菠菜、黑木耳、香菇、百合焯熟
  捞出备用;将胡萝卜切成菱形块用花生油煸炒后放黑木耳、香菇炒熟,再放上其它蔬菜拌炒一下,最后放上香油、盐拌和好装盘享用,色、香味俱佳,常吃此菜有益健康。
  2、全方位排毒汁  
  材料:西瓜 芹菜叶 胡萝卜 黄瓜  
  做法:将西瓜去瓤和外层皮切块,胡萝卜和黄瓜切片,再和芹菜叶一起放入榨汁机中工作即可。  
  功效:西瓜利尿大家都知道,而胡萝卜和芹菜清肝利水的功效,可帮助有毒物质通过尿液排出体外;黄瓜也有清热解毒的功效。
  3、山楂荷叶茶  
  材料:山楂干、干荷叶。  
  做法:放适量山楂及荷叶用热水冲泡即可。 
  功效:山楂有消食功效,荷叶可以清理肠胃垃圾。

       生儿子的秘诀最重要的一点就是,要掌握好射精的深浅。想要生男孩就应在临近子宫口的地方射精,同时在性交结束后,女性先不要移动自己的身体,可夹紧双腿、抬高臀部静躺10分钟,这样才能让精子更加深入。
